If your hotel is in Sanur, Kuta or much of central Bali, Sanur usually wins for Penida. If you are aiming at the Gilis or Lombok from Ubud or east Bali, Padang Bai deserves the first look. From Nusa Dua, Jimbaran or airport-side stays, check Serangan before committing to a long drive east.
